Sheena Burrell, is the Deputy Chief Information Officer (DCIO) of the National Archives and Records Administration (NARA). Sheena is responsible for leading NARA’s Information Technology Operations, Security, Systems Engineering, Development, and Data programs and projects. Sheena’s goals for NARA is to create systems and tools that allow customers to permanently preserve digitized, as well as “born” digital, information to assist in discovering NARA’s holdings.
Sheena has been with NARA since February of 2019. Prior to joining NARA, she served as the IT Business Manager for the National Aeronautics and Space Administration (NASA), for the Chief Information Officer (CIO). At NASA, Sheena was responsible for collaborating and building coalitions with agency senior leadership to establish the guiding policies and executable processes for Information Technology (IT) portfolio management and the CIO’s operating budget. She led the agency’s effort in increasing their IT portfolio by 30% and increasing the agency’s Congressional Scorecard for the Federal Information Technology Acquisition Reform Act from an “F” to a “B+.”
For the past 15 years, Sheena has worked within CIO organizations at NARA, NASA, and the Social Security Administration as a change agent for greater automation and modernization in IT. She has worked with each agency to help decrease technical debt. She is an accomplished senior manager with experience in leading the strategy and tactical operations of an IT organization. She has proven experience in innovative, results-driven success managing a multi-million dollar government IT organization and has a proven track record for providing information services to headquarters as well as field offices.
Sheena has earned a Bachelor of Science degree from Towson University. She also holds numerous industry certifications, including certified Contracting Officer Representative (COR), Scaled Agile Framework for Enterprise (SAFE), and Technology Business Management (TBM) Executive. Sheena is also a 2018 ACT-IAC Partners graduate.
